Official Commencement of Construction of the Third Ghori Cement Factory in Pul-e-Khumri
31 august 2025; The construction of the third Ghori Cement Factory in Pul-e-Khumri, Baghlan Province, has officially commenced in a ceremony attended by Deputy PM for Economic Affairs, Mullah Abdul Ghani Baradar Akhund, Director General of Emirate Companies Maulvi Ahmad Jan Bilal, CEO of the National Development Corporation Abdul Rahman Attash, Governor of Baghlan Mawlawi Abdul Rahman Haqqani, as well as senior officials, scholars, and community elders.
In his remarks, the Deputy Prime Minister for Economic Affairs emphasized that the launch of this third cement factory project carries strategic importance for Afghanistan’s industrial development. He stated that the plant will boost domestic production capacity, reduce dependence on imports, help stabilize cement prices, and play a key role in strengthening the national economy.
He further underlined that industrialization forms the foundation of economic growth in every country, and nations with strong industrial bases play a unique role in consolidating their national economies. He added that the third Ghori Cement Factory project represents a significant step toward self-reliance, job creation, and the broader industrialization of Afghanistan.
Mawlawi Ahmad Jan Bilal, Director General of State-Owned Companies, described the project as a vital milestone for Afghanistan’s industrial independence. He noted that with the factory’s construction and future operations, new employment opportunities will be created for young people, thereby paving the way for economic growth.
Similarly, Governor of Baghlan Mawlawi Abdul Rahman Haqqani highlighted the project as an important achievement for the country’s development. He stressed that under the Islamic Emirate, the industrial sector is advancing, and the third Ghori Cement Factory demonstrates the effective utilization of the nation’s natural resources. He assured that the Islamic Emirate will continue supporting the economic sector and that cooperation between the government and the people will guarantee Afghanistan’s progress.
It is worth noting that the third Ghori Cement Factory is being built with a budget of USD 86.7 million, fully financed by the Islamic Emirate of Afghanistan, and is scheduled to be completed within 18 months before being handed over for operation.
National Development Corporation Inaugurates Production Factories
July 21, 2025 – The production factories for metal products, agricultural, and industrial machinery, constructed by the National Development Corporation (NDC), were officially inaugurated in the presence of several high-ranking officials and leaders of the Islamic Emirate of Afghanistan.
The inauguration ceremony was attended by Deputy Prime Minister for Economic Affairs, Mullah Abdul Ghani Baradar Akhund; Deputy Prime Minister for Administrative Affairs, Mawlawi Abdul Salam Hanifi; Director General of Emirate Companies, Mawlawi Ahmad Jan Bilal; Minister of Rural Development and Rehabilitation, Mullah Mohammad Younus Akhundzada; Minister of Hajj and Religious Affairs, Sheikh-ul-Hadith Noor Mohammad Saqib; Chief of Staff of the Armed Forces, Qari Fasih Uddin Fitrat; Director of the National Environmental Protection Agency, Mawlawi Matiul Haq Khalis; Spokesperson of the Islamic Emirate, Mawlawi Zabiullah Mujahid; along with several deputy ministers, executive directors from the General Directorate of Emirate Companies, and other high-ranking officials of the Islamic Emirate.
Mawlawi Ahmad Jan Bilal, Director General of Emirate Companies, welcomed the attendees and described the inauguration of the newly activated factories as a significant step toward achieving national self-reliance. He also referred to these factories as the beginning of several other major development projects.
Deputy Prime Minister for Economic Affairs, Mullah Abdul Ghani Baradar Akhund, expressed his appreciation to the officials of the National Development Corporation for reviving these production factories after a 60-year hiatus. He urged the corporation to ensure the provision of high-quality products to the Afghan people.
He emphasized that the reactivation of these factories marks a crucial step in strengthening domestic production and industry. This move is expected to replace foreign imports, stimulate local industry, create employment opportunities, and provide more affordable products compared to those available in regional and international markets.
Deputy Prime Minister for Administrative Affairs, Mawlawi Abdul Salam Hanifi, noted that the production of agricultural and industrial machinery by the National Development Corporation will assist Afghan farmers and industrialists, while gradually reducing the country’s dependence on foreign imports in these sectors.
He added that with this initiative, the National Development Corporation has taken an essential step forward in national production, and the factories will play a vital role in supporting the economy by offering cost-effective products to the citizens.
At the conclusion of the ceremony, attendees toured various sections of the newly inaugurated factories, where the CEO of the National Development Corporation, Abdul Rahman Atash, provided detailed information about the newly manufactured equipment and machinery.
National Development Corporation Inaugurates First Phase of Nahre Seraj Canal Project in Helmand
Wednesday July 2, 2025 The National Development Corporation (NDC) has officially commenced construction work on the first phase of the Nahre Seraj Canal Project Via Ingurgitation ceremony in Sangin District, Helmand Province.
The inauguration ceremony was attended by senior officials from the NDC and the Ministry of Water and Energy, as well as local authorities, religious scholars, tribal elders and people.
Speaking at the event, Mawlawi Abdul Wali Adel, Deputy Director for Finance and Administration at the NDC, stated that with the restoration of national independence following the end of foreign occupation, it is now time for Afghans to embrace change, build self-reliance, and implement national development projects that benefit the population.
He emphasized that infrastructure projects like this one are essential for reducing poverty and lifting people out of hardship. He also assured the residents of Helmand that the project would be implemented swiftly and with high quality.
Mullah Abdul Latif Mansoor, Acting Minister of Water and Energy, also addressed the ceremony, stating that the Islamic Emirate of Afghanistan places strong emphasis on advancing economic programs. He noted that fundamental infrastructure projects such as the Nahre Seraj Canal play a vital role in boosting agricultural development and strengthening the local economy.
According to project details, the Nahre Seraj Canal will be fed by the Helmand and Musa Qala rivers, carrying 18 cubic meters of water per second, with the capacity to irrigate up to 24,000 hectares of agricultural land. The total estimated cost of the project is 275.887 million Afghanis.
The project is being implemented by the National Development Corporation (NDC), while funding is provided by the Ministry of Water and Energy.

The construction of the Shaflogh Dam in Chinarto District of Uruzgan Province was officially inaugurated during a ceremony attended by senior officials from the National Development Corporation (NDC), the Ministry of Water and Energy, local authorities, religious scholars, and tribal elders.
Speaking at the event, Mawlawi Abdul Wali Adel, Deputy Director for Finance and Administration at the NDC, stated that it is the duty of government officials to serve the people across all sectors and to ensure their well-being.
He emphasized the importance of water regulation and management, noting that the NDC remains committed to implementing further infrastructure projects that support sustainable development.
Meanwhile, Acting Minister of Water and Energy, Mullah Abdul Latif Mansoor, reaffirmed the Islamic Emirate of Afghanistan’s commitment to addressing the needs and concerns of the Afghan people. He underscored that the construction of the Shaflogh Dam will provide significant benefits to local communities and will be carried out in accordance with high technical standards.
Also speaking at the ceremony, Uruzgan Governor Mawlawi Enayatullah Shuja stressed the critical responsibility that Afghans bear during this pivotal time in the nation’s history, calling on all citizens to actively contribute to the reconstruction and development of the country.
According to officials, the project is estimated to cost 165 million Afghanis. The dam will stand 23 meters high and span 77.25 meters in width, with a storage capacity of 0.85 million cubic meters of water. Once completed, it will irrigate up to 259 hectares of agricultural land.
The project is being implemented by the National Development Corporation (NDC), with funding provided by the Ministry of Water and Energy.
The CEO of the National Development Corporation visits the ongoing works of the Qush Tepa Canal
02 June 2025 – During his visit to the northern provinces, Mr. Abdul Rahman Attash, CEO of the National Development Corporation, visited the ongoing works of the Qush Tepa Canal and evaluated the technical and practical aspects of this major national project.
Mr. Attash visited various parts of the canal from the zero point to Andkhoy district of Faryab province, where he discussed the nature of the work with the officials, engineers, and workers and provided them with relevant instructions.
He first visited the canal’s dam along the Amu River, assessed the progress of the work in the field, and recommended to the officials to pay specific attention to the efficiency and rapidity of the work.
He also visited the construction of 11 important bridges and water control structures along the canal route and emphasized that the work on these bridges and water control structures should be carried out on time, by quality and safety standards.
Mr. Attash also closely visited the excavation work of the second phase of the Qush Tepa Canal and, while praising the ongoing work, emphasized maintaining technical standards, rapidity, and environmental safety during the work.
Mr. CEO also spoke to the workers, appreciated their efforts, and stated that the success of major projects depends on the efforts of nationalist and courageous workers.
Taking into account the environmental issues, equipment, human resources, and technical conditions, he advised all relevant officials to keep their work processes organized and identify and solve existing problems promptly.
It is worth mentioning that currently, nearly, 2,000 machineries are working rapidly on the Qush Tepa Canal. 90 percent excavation work of the second phase and 79.5 percent work of the dam have been completed. In addition to that, currently, work is ongoing on 11 bridges and water control structures.
National Development Corporation inaugurates newly built administrative complex for returnees at Torkham Omari Camp
May 17, 2025: The National Development Corporation (NDC) officially inaugurated and handed over a newly constructed administrative complex at the Umari Camp in Torkham, intended to support Afghan returnees from Pakistan.
The facility was built using prefabricated structures and completed within just 15 days.
The opening ceremony was attended by the Director General of Emirati Companies, the CEO of the National Development Corporation, the Acting Minister of Economy, the Deputy Governor of Nangarhar province, the Deputy Spokesperson of the Islamic Emirate, and several other local officials.
During the event, Mr. Abdul Rahman Attash, CEO of the National Development Corporation, stated that this project exemplifies the Corporation’s professional capacity, commitment, and swift execution capabilities.
He added that NDC is not limited to construction alone; it is active in various sectors and possesses the capability to implement emergency projects even ahead of schedule.
Mr. Attash described this complex as the beginning of a new chapter for the Corporation and revealed that, in addition to the facility, NDC will donate 1,000 beds to the camp.
Meanwhile, Mr. Mawlawi Ahmad Jan Bilal, Director General of Emirati Companies, commended the leadership, technical team, and staff of NDC for their efforts in completing the project.
He noted that the project is exceptional not only in terms of speed but also in meeting high technical, administrative, and service standards.
He emphasized that completing such a major facility in a short time reflects NDC’s strong commitment, effective management, and professional capacity.
Mr. Bilal added that this facility would provide administrative services to returnees and help establish a structured environment for the delivery of government services.
Acting Minister of Economy, Qari Din Mohammad Hanif, also praised the construction of the complex and called it a significant achievement.
He stated that such projects not only provide essential services for returnees but also positively reflect the transparency, capability, and commitment of the National Development Corporation.
According to him, NDC is dedicated to honesty, quality, and professionalism in its operations — and this complex stands as clear evidence of that.
He further noted that completing such a facility in a limited timeframe is not only a technical success but also holds social value.
In his speech, Deputy Governor of Nangarhar, Mawlawi Azizullah Mustafa, described the project as a major accomplishment by the National Development Corporation. He noted that the complex will offer a wide range of services to returning refugees.
Deputy Spokesperson of the Islamic Emirate, Mr. Hamdullah Fitrat, remarked that constructing a standard complex in such a short time demonstrates NDC’s technical capacity, management efficiency, and responsiveness.
He added that NDC is capable of implementing important projects in emergency situations despite difficult conditions.
Similarly, Zahidullah Zahid, representative of the Ministry of Refugees and Repatriations and Head of the Service Committee, noted that the project was completed on time, in line with NDC’s commitments, while maintaining a high level of quality.
He thanked the leadership of the National Development Corporation and stated that this facility will play a vital role in organizing, registering, and coordinating services for returnees.
