Construction Affairs Directorate

The Construction Affairs Directorate serves as a core and central unit of the National Development Corporation (NDC). It bears full responsibility for executing high-priority national infrastructure projects initiatives that are vital to Afghanistan’s economic growth, social stability, and sustainable development.

Established in 2025 through the strategic merger of the Banayi, Afghani, Khana-Sazi, and Helmand Construction Directorates, this entity consolidates the historical achievements of the Corporation’s construction sector into a single, centralized, and highly coordinated framework.

Equipped with specialized technical capabilities, the Directorate professionally manages the implementation of large-scale projects, including dams, irrigation canals, drainage systems, retaining walls, flood control facilities, and rainwater harvesting reservoirs.

Furthermore, the Directorate oversees the construction, renovation, and expansion of administrative, service-oriented, and public utility facilities. In addition to restoring historical monuments, palaces, and cultural landmarks, it prioritizes the preservation of their original structural integrity and ensures long-term sustainability, safeguarding these historical values for future generations.

The Construction Affairs Directorate also holds extensive responsibilities in residential projects and urban development. Adhering to modern urban planning principles and focusing on enhancing municipal living standards, the Directorate develops various residential and commercial townships, complexes, and related infrastructure to create organized, secure, and suitable urban environments.

Notably, the execution of large-scale, strategic, and specialized construction projects including industrial and technical facilities is another core function of this Directorate. The integration of modern construction technologies, the selection of high-quality materials, the deployment of experienced engineers and technical personnel, and rigorous project oversight form the fundamental pillars of the Directorate’s operational policy.
