A high-level delegation from Islamic Emirate of Afghanistan, led by the Director General of State Owned Companies, has paid an official visit to Belarus.
The delegation, headed by Mr Maulvi Ahmad Jan Bilal, Director General of State – Owned Companies, included Mr. Abdul Rahman Attash, CEO of the National Development Corporation (NDC), as well as representatives from the Ministry of Foreign Affairs and a technical team from the NDC.
During various meetings with officials from the Ministries of Foreign Affairs, Agriculture, and Industry of Belarus, the Afghan delegation discussed bilateral political, economic, and commercial issues, describing such interactions as beneficial for both nations.
Furthermore, during the visit, the Afghan delegation held constructive meetings and negotiations with state enterprises and major industrial corporations in Belarus. This included visits to MAZ, BELAZ, MTZ, AMKODOR, the National Academy of Sciences, the Minsk Electrotechnical Plant, AVGUST, the State Chemical Fertilizer Administration, and several livestock farms under the Ministry of Agriculture.
During these meetings, both sides agreed to strengthen and expand bilateral cooperation and technical relations in the fields of industrial and agricultural machinery, construction materials, food security, public health, and professional education.
Tender and Auction Announcement for 866 Used and Surplus Items
The National Development Corporation (NDC) is offering a total of 866 used and surplus items for sale through auction, with a starting total price of 7,684,644 (seven million six hundred eighty-four thousand six hundred forty-four) Afghanis.
Individuals and companies interested in participating in the auction and tender process are invited to attend on Saturday, 17th of January 2026 at 10:00 AM at the central office of the National Development Corporation, located in (Qasaba) area, District 15, Kabul City.
Please note that a bid guarantee of 15% of the total amount, 1,150,000 (one million one hundred fifty thousand) Afghanis, must be submitted before the start of the auction process. In case a participant does not win, the bid guarantee will be returned in cash after the completion of the auction.

NDC CEO Visits Nangarhar Province to Review Development Projects
Nov 12, 2025, The Chief Executive of the National Development Corporation (NDC), Mr. Abdulrahman Atash, led a high-level delegation to Nangarhar Province to assess progress on several key national development projects.
During the visit, the NDC CEO met with the Provincial Governor, Mullah Mohammad Naeem Akhund, and held discussions on accelerating infrastructure development and improving service delivery in the region.
The visit was also attended by Haji Ahmad, Deputy Minister of Finance, along with senior NDC officials. The delegation conducted an on-site inspection of the Eastern Health Complex, one of the most significant healthcare projects in eastern Afghanistan.
Mr. Atash underscored the importance of the project for enhancing healthcare services in the region, stressing that quality and timely completion remain top priorities. He instructed local engineers and project managers to maintain high construction standards and ensure efficient use of resources.
The CEO and his team also visited the Spin Mosque project in Jalalabad City, where Mr. Atash announced that the remaining construction work will resume shortly. He reaffirmed NDC’s commitment to mobilize all necessary resources to complete the project within the scheduled timeframe.
According to project officials, the Eastern Health Complex is currently 52% complete, with steady progress being made across multiple sections of the facility.
National Development Corporation Announces Leasing of Commercial Properties
The National Development Corporation (NDC) hereby announces its intention to lease commercial properties located in Market No. 1 and Market No. 2 of Khwaja Rawash and Qasaba Townships for a period of three (3) years through a transparent, auction-based tender process, as outlined below:
- Market No. 1: Shop Numbers (2, 3, 4, 5, 6, 7, 9, 11, 13, 14, 15, 17, 18, 20, 21, 22, 23, 24, 25, 26, 27, 28, 29, 30, 31, 32, 33)
- Market No. 2: Shop Numbers (1, 2, 3, 4, 5, 6, 11)
All interested individuals and legal entities wishing to participate in this leasing process are hereby invited to submit their official applications, clearly specifying the desired shop number(s), to the NDC Central Office located in Qasaba, District 15, Kabul, within seven (7) days from the date of this announcement.
