										<content:encoded><![CDATA[<p>The delegation, headed by Mr Maulvi Ahmad Jan Bilal, Director General of State &#8211; Owned Companies, included Mr. Abdul Rahman Attash, CEO of the National Development Corporation (NDC), as well as representatives from the Ministry of Foreign Affairs and a technical team from the NDC.</p>
<p>During various meetings with officials from the Ministries of Foreign Affairs, Agriculture, and Industry of Belarus, the Afghan delegation discussed bilateral political, economic, and commercial issues, describing such interactions as beneficial for both nations.</p>
<p>Furthermore, during the visit, the Afghan delegation held constructive meetings and negotiations with state enterprises and major industrial corporations in Belarus. This included visits to MAZ, BELAZ, MTZ, AMKODOR, the National Academy of Sciences, the Minsk Electrotechnical Plant, AVGUST, the State Chemical Fertilizer Administration, and several livestock farms under the Ministry of Agriculture.</p>
<p>During these meetings, both sides agreed to strengthen and expand bilateral cooperation and technical relations in the fields of industrial and agricultural machinery, construction materials, food security, public health, and professional education.</p>

										<content:encoded><![CDATA[<p>Nov 12, 2025, The Chief Executive of the National Development Corporation (NDC), Mr. Abdulrahman Atash, led a high-level delegation to Nangarhar Province to assess progress on several key national development projects.</p>
<p>During the visit, the NDC CEO met with the Provincial Governor, Mullah Mohammad Naeem Akhund, and held discussions on accelerating infrastructure development and improving service delivery in the region.</p>
<p>The visit was also attended by Haji Ahmad, Deputy Minister of Finance, along with senior NDC officials. The delegation conducted an on-site inspection of the Eastern Health Complex, one of the most significant healthcare projects in eastern Afghanistan.</p>
<p>Mr. Atash underscored the importance of the project for enhancing healthcare services in the region, stressing that quality and timely completion remain top priorities. He instructed local engineers and project managers to maintain high construction standards and ensure efficient use of resources.</p>
<p>The CEO and his team also visited the Spin Mosque project in Jalalabad City, where Mr. Atash announced that the remaining construction work will resume shortly. He reaffirmed NDC’s commitment to mobilize all necessary resources to complete the project within the scheduled timeframe.</p>
<p>According to project officials, the Eastern Health Complex is currently 52% complete, with steady progress being made across multiple sections of the facility.</p>

										<content:encoded><![CDATA[<p>October 29, 2025: With the second phase of the Qosh Tepa Canal excavation approaching completion, <em>Mawlawi Ahmad Jan Bilal</em>, Chairman of Emirati Companies, and <em>Abdul Rahman Atash</em>, Chief Executive Officer of the National Development Corporation (NDC), led a high-level delegation to the northern provinces to assess the progress of this major national project.</p>
<p>During the visit, Mr. Atash and his technical team inspected the canal’s dam, Phase Two excavation works, and other critical components, closely monitoring the ongoing activities on-site. He expressed satisfaction with the overall progress and urged project officials to ensure that all works are executed professionally, in accordance with the approved technical standards, plans, and timelines—so that the project’s key milestones are achieved without delay.</p>
<p>Meanwhile, <em>Mawlawi Ahmad Jan Bilal</em> also toured the site and emphasized that the primary objectives of this landmark national initiative are the equitable management of Afghanistan’s water resources, the enhancement of agricultural productivity, and the improvement of local economic conditions.</p>
<p>He commended the quality and pace of the work, noting that the Qosh Tepa Canal represents a historic opportunity for Afghanistan’s long-term economic growth. He further stressed the importance of collective responsibility and cooperation to ensure its successful completion.</p>
<p>At present, construction on the dam is approximately 85% complete, while excavation and filling works for Phase Two have reached around 95% completion. Additionally, several bridges and water control structures along the canal’s route are under active construction.</p>
<p>The Qosh Tepa Canal Project is one of Afghanistan’s most significant and strategic development undertakings. Originating from the Amu River, the canal will supply water to thousands of hectares of farmland across Balkh, Jowzjan, and Faryab provinces—helping to alleviate water scarcity. Once completed, it is expected to substantially increase agricultural output, improve rural livelihoods, and promote the equitable and sustainable management of the nation’s water resources.</p>

										<content:encoded><![CDATA[<p>10 Sep 2025: Mr. Abdulrahman Atash, CEO of the National Development Corporation (NDC), traveled to northern provinces of the country to inspect the ongoing progress of the Qosh Tepa Canal project. The visit aimed to assess the development of the works, ensure coordination among involved departments, and oversee quality control and evaluation of the ongoing construction activities.</p>
<p>Accompanied by his delegation, Mr. Atash first visited the intake structure of the Qosh Tepa Canal, where he closely reviewed the major construction works. He expressed satisfaction with the current progress and provided the responsible officials with important recommendations to enhance the professionalism and standard of the project’s implementation. He emphasized the critical importance of maintaining quality throughout the works and urged officials to strictly adhere to the approved project plan.</p>
<p>Mr. Atash also toured the canal’s entire length from the intake to Andkhoy district, inspecting various construction activities )canal excavation, canal lining, and the building of multiple bridges and water regulation structures(. His goal was to ensure that all work is proceeding according to the specified plan and quality standards. During these inspections, he offered specific guidance to department heads to improve organization, maintain safety and quality, and ensure compliance with the project timeline.</p>
<p>Furthermore, Mr. Atash stressed the importance of executing this large-scale national project in a manner that meets the hopes and expectations of the Afghan people, maintaining the highest standards of quality.</p>
<p>It is noteworthy that the Qosh Tepa Canal project is currently advancing at a rapid pace. Construction on the intake structure is approximately 82% complete, excavation and lining works of the second phase have reached 93%, and two bridges along the canal route have been finalized, with 13 additional bridges under simultaneous construction.</p>
<p>The Qosh Tepa Canal project is one of the country’s largest developmental undertakings. It draws water from the Amu River and supplies irrigation water to thousands of hectares of agricultural land across Balkh, Jowzjan, and Faryab provinces along its path.</p>

										<content:encoded><![CDATA[<p>3 Sep 2025: The professional extraction of coal mines and the construction of connecting roads between the mines in Balkhab District of Sar-e-Pul Province were officially inaugurated in a ceremony attended by Deputy Prime Minister for Economic Affairs, Mullah Abdul Ghani Baradar Akhund; Director General of State-Owned Companies, Maulvi Ahmad Jan Bilal; CEO of the National Development Corporation, Abdul Rahman Attash; Governor of Da Afghanistan Bank, Noor Ahmad Agha; Governor of Sar-e-Pul, Mawlawi Mohammad Zarif Muzaffar; Governor of Bamiyan, Mawlawi Abdullah Sarhadi; and Governor of Faryab, Mawlawi Abdul Ahad Fazli, along with senior officials, scholars, and tribal elders.</p>
<p>In his remarks, Deputy Prime Minister for Economic Affairs, Mullah Abdul Ghani Baradar Akhund, emphasized that Afghanistan is a resource-rich country and highlighted the importance of establishing processing and production factories locally to maximize consumption, create job opportunities, and strengthen nationwide industry. Furthermore, he added that the Balkhab coal zone is among the country’s most significant and rich mineral resources, and the National Development Corporation is carrying out its extraction professionally and in accordance with international standards.</p>
<p>Mullah Baradar further noted that NDC has constructed over 200 kilometers of roads linking the mines to facilitate mining operations. The Deputy Prime Minister praised the efforts of the National Development Corporation and urged that extraction processes be conducted with higher standards, minimize waste, and comply with environmental protection principles. He promised local residents that the necessary coal would be supplied at reasonable prices and that social services would be expanded in the area.</p>
<p>Maulvi Ahmad Jan Bilal, Director General of State-Owned Companies, stated that companies under his supervision are committed to extracting coal mines professionally and preventing waste. He noted that the National Development Corporation has developed the mines in accordance with internationally accepted standards and emphasized that this is the first time in Afghanistan’s history that mining operations are being conducted in such a professional and advanced manner. He added that mines are a national trust, and each mine entrusted to them is treated as a national asset with careful preservation and utilization following all professional and legal standards.</p>
<p>At the same event, Mawlawi Abdullah Sarhadi, Governor of Bamiyan Province, emphasized that the responsibility for Afghanistan’s reconstruction and development rests with the Afghan people themselves. He stressed the importance of unity and cooperation, noting that the recent project is a clear example of national unity and collective effort. He also highlighted Afghanistan’s abundance of mineral resources and stressed that these should be managed responsibly to provide economic stability for future generations. He appreciated the National Development Corporation’s contributions and expressed hope for continued development initiatives in Balkhab.</p>
<p>Mawlawi Mohammad Zarif Muzaffar, Governor of Sar-e-Pul, noted that since the Islamic Emirate took power, practical steps have been taken to provide basic services in remote areas of the country. The inauguration of the Balkhab coal mines and connecting roads is a tangible example of these efforts. He stated that the project, implemented by the National Development Corporation, reflects the Islamic Emirate’s commitment to the proper management of the country’s natural resources and national development.</p>
<p>Up until now, approximately 100 mining pits have been dug in Balkhab, creating job opportunities for over 2,000 workers. Nearly 500,000 tons of coal are extracted annually from these mines, with plans to further increase production capacity.</p>
<p>It is worth mentioning that the Balkhab coal mines are among Afghanistan’s largest economic resources, and the professional extraction process managed by the National Development Corporation is considered a major achievement for the country’s energy and industrial development.</p>

<p>In his remarks, the Deputy Prime Minister for Economic Affairs emphasized that the launch of this third cement factory project carries strategic importance for Afghanistan’s industrial development. He stated that the plant will boost domestic production capacity, reduce dependence on imports, help stabilize cement prices, and play a key role in strengthening the national economy.</p>
<p>He further underlined that industrialization forms the foundation of economic growth in every country, and nations with strong industrial bases play a unique role in consolidating their national economies. He added that the third Ghori Cement Factory project represents a significant step toward self-reliance, job creation, and the broader industrialization of Afghanistan.</p>
<p>Mawlawi Ahmad Jan Bilal, Director General of State-Owned Companies, described the project as a vital milestone for Afghanistan’s industrial independence. He noted that with the factory’s construction and future operations, new employment opportunities will be created for young people, thereby paving the way for economic growth.</p>
<p>Similarly, Governor of Baghlan Mawlawi Abdul Rahman Haqqani highlighted the project as an important achievement for the country’s development. He stressed that under the Islamic Emirate, the industrial sector is advancing, and the third Ghori Cement Factory demonstrates the effective utilization of the nation’s natural resources. He assured that the Islamic Emirate will continue supporting the economic sector and that cooperation between the government and the people will guarantee Afghanistan’s progress.</p>
<p>It is worth noting that the third Ghori Cement Factory is being built with a budget of USD 86.7 million, fully financed by the Islamic Emirate of Afghanistan, and is scheduled to be completed within 18 months before being handed over for operation.</p>

The inauguration ceremony was attended by Deputy Prime Minister for Economic Affairs, Mullah Abdul Ghani Baradar Akhund; Deputy Prime Minister for Administrative Affairs, Mawlawi Abdul Salam Hanifi; Director General of Emirate Companies, Mawlawi Ahmad Jan Bilal; Minister of Rural Development and Rehabilitation, Mullah Mohammad Younus Akhundzada; Minister of Hajj and Religious Affairs, Sheikh-ul-Hadith Noor Mohammad Saqib; Chief of Staff of the Armed Forces, Qari Fasih Uddin Fitrat; Director of the National Environmental Protection Agency, Mawlawi Matiul Haq Khalis; Spokesperson of the Islamic Emirate, Mawlawi Zabiullah Mujahid; along with several deputy ministers, executive directors from the General Directorate of Emirate Companies, and other high-ranking officials of the Islamic Emirate.<br />
Mawlawi Ahmad Jan Bilal, Director General of Emirate Companies, welcomed the attendees and described the inauguration of the newly activated factories as a significant step toward achieving national self-reliance. He also referred to these factories as the beginning of several other major development projects.<br />
Deputy Prime Minister for Economic Affairs, Mullah Abdul Ghani Baradar Akhund, expressed his appreciation to the officials of the National Development Corporation for reviving these production factories after a 60-year hiatus. He urged the corporation to ensure the provision of high-quality products to the Afghan people.<br />
He emphasized that the reactivation of these factories marks a crucial step in strengthening domestic production and industry. This move is expected to replace foreign imports, stimulate local industry, create employment opportunities, and provide more affordable products compared to those available in regional and international markets.<br />
Deputy Prime Minister for Administrative Affairs, Mawlawi Abdul Salam Hanifi, noted that the production of agricultural and industrial machinery by the National Development Corporation will assist Afghan farmers and industrialists, while gradually reducing the country’s dependence on foreign imports in these sectors.<br />
He added that with this initiative, the National Development Corporation has taken an essential step forward in national production, and the factories will play a vital role in supporting the economy by offering cost-effective products to the citizens.<br />
At the conclusion of the ceremony, attendees toured various sections of the newly inaugurated factories, where the CEO of the National Development Corporation, Abdul Rahman Atash, provided detailed information about the newly manufactured equipment and machinery.</p>

										<content:encoded><![CDATA[<p>Wednesday July 2, 2025 The National Development Corporation (NDC) has officially commenced construction work on the first phase of the Nahre Seraj Canal Project Via Ingurgitation ceremony in Sangin District, Helmand Province.</p>
<p>The inauguration ceremony was attended by senior officials from the NDC and the Ministry of Water and Energy, as well as local authorities, religious scholars, tribal elders and people.</p>
<p>Speaking at the event, Mawlawi Abdul Wali Adel, Deputy Director for Finance and Administration at the NDC, stated that with the restoration of national independence following the end of foreign occupation, it is now time for Afghans to embrace change, build self-reliance, and implement national development projects that benefit the population.</p>
<p>He emphasized that infrastructure projects like this one are essential for reducing poverty and lifting people out of hardship. He also assured the residents of Helmand that the project would be implemented swiftly and with high quality.</p>
<p>Mullah Abdul Latif Mansoor, Acting Minister of Water and Energy, also addressed the ceremony, stating that the Islamic Emirate of Afghanistan places strong emphasis on advancing economic programs. He noted that fundamental infrastructure projects such as the Nahre Seraj Canal play a vital role in boosting agricultural development and strengthening the local economy.</p>
<p>According to project details, the Nahre Seraj Canal will be fed by the Helmand and Musa Qala rivers, carrying 18 cubic meters of water per second, with the capacity to irrigate up to 24,000 hectares of agricultural land. The total estimated cost of the project is 275.887 million Afghanis.</p>
<p>The project is being implemented by the National Development Corporation (NDC), while funding is provided by the Ministry of Water and Energy.</p>

<p>The construction of the Shaflogh Dam in Chinarto District of Uruzgan Province was officially inaugurated during a ceremony attended by senior officials from the National Development Corporation (NDC), the Ministry of Water and Energy, local authorities, religious scholars, and tribal elders.</p>
<p>Speaking at the event, Mawlawi Abdul Wali Adel, Deputy Director for Finance and Administration at the NDC, stated that it is the duty of government officials to serve the people across all sectors and to ensure their well-being.</p>
<p>He emphasized the importance of water regulation and management, noting that the NDC remains committed to implementing further infrastructure projects that support sustainable development.</p>
<p>Meanwhile, Acting Minister of Water and Energy, Mullah Abdul Latif Mansoor, reaffirmed the Islamic Emirate of Afghanistan’s commitment to addressing the needs and concerns of the Afghan people. He underscored that the construction of the Shaflogh Dam will provide significant benefits to local communities and will be carried out in accordance with high technical standards.</p>
<p>Also speaking at the ceremony, Uruzgan Governor Mawlawi Enayatullah Shuja stressed the critical responsibility that Afghans bear during this pivotal time in the nation’s history, calling on all citizens to actively contribute to the reconstruction and development of the country.</p>
<p>According to officials, the project is estimated to cost 165 million Afghanis. The dam will stand 23 meters high and span 77.25 meters in width, with a storage capacity of 0.85 million cubic meters of water. Once completed, it will irrigate up to 259 hectares of agricultural land.</p>
<p>The project is being implemented by the National Development Corporation (NDC), with funding provided by the Ministry of Water and Energy.</p>

										<content:encoded><![CDATA[<p>‏02 June 2025 &#8211; During his visit to the northern provinces, Mr. Abdul Rahman Attash, CEO of the National Development Corporation, visited the ongoing works of the Qush Tepa Canal and evaluated the technical and practical aspects of this major national project.</p>
<p>‏Mr. Attash visited various parts of the canal from the zero point to Andkhoy district of Faryab province, where he discussed the nature of the work with the officials, engineers, and workers and provided them with relevant instructions.</p>
<p>‏He first visited the canal&#8217;s dam along the Amu River, assessed the progress of the work in the field, and recommended to the officials to pay specific attention to the efficiency and rapidity of the work.</p>
<p>‏He also visited the construction of 11 important bridges and water control structures along the canal route and emphasized that the work on these bridges and water control structures should be carried out on time, by quality and safety standards.</p>
<p>‏Mr. Attash also closely visited the excavation work of the second phase of the Qush Tepa Canal and, while praising the ongoing work, emphasized maintaining technical standards, rapidity, and environmental safety during the work.</p>
<p>‏Mr. CEO also spoke to the workers, appreciated their efforts, and stated that the success of major projects depends on the efforts of nationalist and courageous workers.</p>
<p>‏Taking into account the environmental issues, equipment, human resources, and technical conditions, he advised all relevant officials to keep their work processes organized and identify and solve existing problems promptly.</p>
<p>‏It is worth mentioning that currently, nearly, 2,000 machineries are working rapidly on the Qush Tepa Canal. 90 percent excavation work of the second phase and 79.5 percent work of the dam have been completed. In addition to that, currently, work is ongoing on 11 bridges and water control structures.</p>
